We just wanted to share with everyone on the Jersey side of the community. The work around we used to get the lights up and running puts the photocell between two structures so it does not get direct sunlight like the old photocell. You will notice the lights coming on a little early and staying on a little late in the morning. The option to fix the issue directly would have been digging a trench to find the conduit from the south side of 1020 to the 1025 building.
